Preheat oven to 400°.
Melt butter in a 12-inch cast-iron skillet over medium-high heat. Add ham, and cook until browned, about 5 minutes. Add onions, garlic, and rosemary; cover and cook, stirring occasionally, until tender, about 8 minutes. Stir in flour, and cook for 2 minutes. Gradually whisk in milk, and bring to a simmer. Gradually whisk in 1½ cups cheese until melted. Stir in cooked pasta, chard, salt, and pepper. Sprinkle with remaining ½ cup cheese.
Bake until golden brown and bubbly, about 25 minutes. Top with rosemary, if desired.
