Heat oil in a medium Dutch oven over medium-high heat. Add chorizo, and cook until browned, about
5 minutes. Add jalapeños and garlic, and cook for
2 minutes. Stir in flour, salt, white pepper, and cumin; cook for 3 minutes. Gradually whisk in half-and-half until smooth. Bring to a simmer, and cook until slightly thickened, about 3 minutes. Gradually whisk in Havarti and cream cheese until smooth. Stir in cooked pasta, and cook until heated through, about 3 minutes. Top with jalapeño, if desired.
