Sear pork in oil in a sauté pan over medium-high heat until browned, 34 minutes; transfer to a plate.

Add onions and bell peppers to pan; cook until softened, stirring occasionally, 34 minutes. Add garlic; cook until fragrant, 1 minute.

Stir in water, vinegar, soy sauce, brown sugar, and fish sauce. Bring to a boil, reduce heat to medium, and simmer adobo until reduced by half, 34 minutes. Add reserved pork and cook to heat through, 2 minutes.

Serve adobo over coleslaw and top with scallions.
