Combine water, half-and-half, oats, banana, honey, salt, nutmeg, cardamom, cinnamon, pepper, cloves, and ginger in a 4-cup Pyrex measuring cup; add tea bag, submerging in liquid.

Place measuring cup inside a 6- to 8-qt. slow cooker. Add water to slow cooker to come halfway up the side of the measuring cup. Cover slow cooker and cook oats until al dente on low setting, 7–8 hours.

Discard tea bag and stir in vanilla.

Top servings with almonds and bananas.
